From 11 to 13 July 2018, there will be an informal meeting of EU justice and home affairs ministers in Innsbruck, where people like Salvini, Seehofer, and Kickl will discuss topics such as „combating extremism“ and „protecting the EU’s external borders“.
But what security and protection are they actually talking about? They talk about protecting a capitalist economic system which exploits people globally and forces them to flee in many places; they talk about security in the form of control and surveillance. So the aim is to protect power relations that accept exploitation, social inequality, oppression and the death of people. This „security“ means militarization and isolation on the outside and authoritarian surveillance (retention of data, eavesdropping, spying on) on the inside.

The brutality of the border regime can be seen in the torture and enslavement of refugees in Libya, the drowning of thousands of people in the Mediterranean every year, or in alliance with Erdogan’s inhuman dictatorship which aims at relocating the walls of the Fortress Europe further to the outside. The prevailing understanding of „internal security“ is leading to an ever-increasing tightening of repression – from new „security“ laws all over Europe to the absurdly elaborate surveillance of public places.

Are these really the forms of security and protection that enable a life in human dignity?
What about social security, the security of people fleeing the country?
What about environmental protection or protection against exploitation and oppression?

Against Fortress Europe!
Let’s fight for our freedom!
For a society that leads to a life in dignity. Dignity for every human being, not only for a few!
For a society without borders that offers social security for all!

Vom 11. bis 13. Juli 2018 treffen sich die EU Innen- und Justizminister_innen zu einem informellen Gipfel in Innsbruck, wo unter Ausschluss der Öffentlichkeit Themen wie “Innere Sicherheit”, “Extremismusbekämpfung” und der „Schutz der EU-Außengrenzen“ besprochen werden.

Doch um welche Sicherheit und welchen Schutz geht es eigentlich? Es geht um den Schutz eines kapitalistischen Wirtschaftssystems, das Menschen global ausbeutet und vielerorts zur Flucht zwingt, um Sicherheit in Form von Kontrolle und Überwachung. Ziel ist also der Schutz von Gewaltverhältnissen, die Ausbeutung, soziale Ungleichheit, Unterdrückung und den Tod von Menschen in Kauf nehmen. Diese „Sicherheit“ bedeutet eine Militarisierung und Abschottung nach außen und eine autoritäre Überwachung (Vorratsdatenspeicherung, Abhören, Bespitzeln) nach innen.

Die Brutalität des Grenzregimes zeigt sich in der Folterung und Versklavung von flüchtenden Menschen in Libyen, dem Ertrinken von jährlich tausenden Menschen im Mittelmeer oder dem Schulterschluss mit der menschenverachtenden Erdogan-Diktatur mit dem Ziel, die Mauern der Festung Europa nach außen zu verlagern. Das herrschende Verständnis von „Innerer Sicherheit“ führt zu einer immer weiteren Verschärfung der Repression – vom neuen Polizeiaufgabenaufgabengesetz (PAG) in Bayern bis hin zur absurd aufwändigen Überwachung des Rapoldiparks in Innsbruck.

Sind dies tatsächlich die Sicherheit und der Schutz, die menschenwürdiges Leben ermöglichen? Wo bleibt die soziale Sicherheit, die Sicherheit von flüchtenden Menschen? Der Schutz der Umwelt, der Schutz vor Ausbeutung und Unterdrückung?

Gegen die Festung Europa! Kämpfen wir für unsere Freiheit!

No S20! Against the summit of authority, militarized borders and social control! [Salzburg / 20 Sept. 2018] https://nos20.blackblogs.org/2018/06/24/no-s20-against-the-summit-of-authority-militarized-borders-and-social-control-2/ Sun, 24 Jun 2018 18:10:43 +0000 http://nos20.blackblogs.org/?p=148 On September 20, 2018, an informal meeting of the EU heads of state and government will take place in Salzburg. This meeting is held in the context of the Austrian presidency of the Council of the European Union. The motto of the summit is „A Europe that protects“, and key points on the agenda include so-called „internal security“, the so-called „protection“ of the EU’s external borders, and so-called „cyber security“. We refuse to be deceived by the EU’s excessive use of euphemism. It is crystal-clear that the Salzburg summit will be a summit of authority: a pseudo-democratic spectacle of a bunch of assholes deciding about repressive policies that will boost their position in the struggle for economic and military power – at our expense. „Internal security“ means giving even more weapons of all kinds of those whose job it is to spy on us and arrest us. The „protection of the EU’s external borders“ is the militarized expulsion and deterrence of refugees and migrants. „Cyber security“ means digital control of our data and our actions.

September 20 in Salzburg is just one of the events in the context of the Austrian presidency of the Council of the European Union from 1 July to 31 December 2018. Most of the meetings are scheduled in Vienna, some will take place elsewhere (Innsbruck, Graz, Linz). The summit on September 20 was originally to be held in Vienna, too. Later, it was transferred to Salzburg, following the initiative of the state governor of Salzburg, Wilfried Haslauer. Many thanks to Salzburg’s conservative People’s Party (ÖVP) for the future siege of our city by the forces of repression! We have manners: we will return the favour as we see fit.

„Protection of the EU’s external borders“

Policies of migration will be a key point on the agenda on September 20. In an insidious propagandistic move, people fleeing from war and hardship are portrayed as a security threat. But whose security is meant, and who is supposed to be protected from whom? Calls for an extended Frontex mandate and an increased number of deportations have a clear aim: the militarized expulsion and deterrence of people, who are fleeing from the devastations caused by power blocks such as the EU, who actively engage in the exploitation of the Global South. Politicians are vying with one another for the most absurd plans. To name just one example, Jens Spahn, the Health Minister (sic!) of the German conservative party (CDU) wants to see Frontex forces multiply from the current 1,500 to 10,000 in the future.

„Internal security“

The portrayal of refugees as a security threat serves to legitimize policies of „internal security“, i.e. the increased arming of the state’s institutions for spying and repression. Sadly, governmental and non-governmental racist-nationalist projects have won over the minds of a considerable proportion of the population (not only) in Austria – with the result of people enthusiastically embracing policies that run against their own interests, believing that these measures will „protect“ them. For instance, the new Austrian Face-Veiling-Ban makes surveillance much easier by forcing each and every person on Austrian ground to present their face to the ubiquitous CCTV cameras at any time. This is hardly likely to foster the „peaceful coexistence“ mentioned in the preamble to the new law.

Another European trend is the increased arming and militarization of the police and the extension of their competences. The new Bavarian police law is a particularly scary example: police in the southern German state are supposed to receive secret service competences, „intelligent“ video technology and face recognition are going to be used, postal secrecy will be lifted, and the cops will be equipped with hand grenades.

„Cyber security“

The Austrian conservative chancellor Sebastian „Message Control“ Kurz has announced to take up the „struggle against internet giants such as Google and Facebook“. Of course, digital policies are not driven by the desire to protect the personal data of the EU’s subjects. Neither do they arise from a sincere outrage about the large-scale tax evasion practised by corporations. On the contrary, the driving force of such policies is the competition for technological hegemony among those in power and for the technological means to monitor our thoughts and actions. It has become common knowledge that companies such as Cambridge Analytica are partly responsible for the outcome of the Brexit referendum and Trump’s election to power. The raw material these companies used is the data expropriated from us. Brexit and Trump’s plans to install punitive tariffs are not exactly beneficial to the EU as an economic and geopolitical power bloc, erm, we meant to say: peace project. Now those in power in the EU have recognized the need to secure control over the technological apparatus, in order to remain a competitive force in the run for the most effective manipulation (e.g. look up „nudging“ in your newspeak dictionary). In this context, chancellor Kurz tellingly used the phrase „equality of weapons“.

Welcome to the (in)security zone!

According to press reports of April 2018, the state dinner on September 19 is likely to take place in Mirabell Palace, and the political meeting in the Mozarteum University. Thus, both relevant venues as well as the four hotels where the heads of state and government including their entourage will be staying for the summit will be in close proximity to each other (all in the inner city of Salzburg to the right of the river Salzach). Around these venues, a so-called „security zone“ is going to be installed – for us and fellow rebels it is more likely to be an insecurity zone. In mid-April, local press reported the planned use of drones „as one part of the security concept for the Austrian presidency of the EU council.“ Police drones will be hovering above our heads this autumn, spying on and filming each of our movements. When will they shoot at us?

The militarized siege of our city that is lying ahead seems like a consistent follow-up to local policies. Decades ago, homeless people were removed from the inner city during the posh Salzburg Festival, and a sectoral ban on begging was imposed on large parts of the inner city some years ago in order to get rid of the travelling poor, many of them Romani and Sinti people. These measures are supposed to make sure that the city’s wealthy conservative elite and paying tourists are spared the sight of the poverty caused by capitalism and nationalist-racist policies of expulsion. This is how Salzburg discriminates between wanted and unwanted guests.

We are calling all partisans of freedom and equality to come to Salzburg in mutual solidarity – let’s turn this inhumane paradigma upside down and demonstrate what is really unwanted: the oppression caused by white supremacist capitalist patriarchy, the nationalism feeding on antisemitic conspiracy theories, the positions of power that enable a system of inequality to live on.

We’ll see you on the streets on September 20!

Als autonomes Bündnis noS20 rufen wir zu Protesten gegen das informelle Treffen der EU-Staats- und Regierungschef_innen am 20. September 2018 in Salzburg auf.

Das informelle Treffen der EU-Staats- und Regierungschef_innen am 20. September 2018 in Salzburg wird dafür sorgen, dass unsere Stadt sich tagelang im Belagerungszustand befindet. Während wir unzähligen Vertreter_innen der Staatsgewalt gegenüberstehen, werden die Staats- und Regierungschef_innen eine Agenda der Abschottung und sozialen Kontrolle vorantreiben. Vom 1. Juli bis 31. Dezember 2018 hat Österreich den Vorsitz im Europäischen Rat inne.

Wir wissen, dass in ganz Europa (und weltweit) Widerstandsnester exisitieren, die jeden Tag gegen die Zumutungen ankämpfen, die uns der kapitalistische Verwertungsterror und die rassistisch-patriarchale Zurichtung bescheren. Wenn ihr euch eine Welt der Solidarität, der Freiheit und Gleichheit wünscht, dann kommt am 20. September nach Salzburg. Wir freuen uns darauf, mit euch gemeinsam aktiv zu werden!

Für die Mobilisierung haben wir das Schlagwort „noS20“ gewählt. Warum?

1) #noS20 steht für einen 20. September in Salzburg, der nicht so ablaufen wird, wie ihn Polizei und Politik sich wünschen.

An dieser Stelle schon mal eine Beschwerde an die Verantwortlichen: Was zum Henker denkt ihr euch dabei, einen derart sperrigen Titel für den Gipfel rauszuhauen? #no_informal_meeting_of_EU_heads_of_state_or_government_in_the_context_of_the_austrian_presidency_of_the_council_of_the_european_union ist als Hashtag echt unbrauchbar. Also, Gipfelverantwortliche, das werden wir noch üben müssen.

2) Wir nehmen mit noS20 auch bewusst Bezug auf die Proteste gegen den G20-Gipfel in Hamburg im Juli 2017. Der Hamburger Sommer 2017 steht für uns für entschlossene Gegenwehr gegen die Verwaltung der Welt durch die herrschende Politik. Um keine falschen Versprechungen zu machen: Salzburg ist nicht Hamburg, sondern eine Provinzstadt mit ca. 150.000 Einwohner_innen und einer konservativ-klerikalen Prägung.

Insofern schließen wir uns mit der Wahl von noS20 als Schlagwort der Frage anonymer Autor_innen im Autonomen Blättchen nr. 31 an: Warum lässt sich die Kraft, die wir im Rahmen der G20-Proteste verspürten, nicht vom Großevent in den Alltag / die Kleinstadt transportieren?

noS20?! What is this all about?

noS20 is a platform of anarchist and autonomous groups calling you to join the protests against the informal meeting of the EU heads of state and government in Salzburg on September 20, 2018.

Due to the summit, our city will be under siege for several days: countless police will challenge us to reclaim the streets that are ours. Meanwhile, the heads of state and government will work on an agenda of militarized borders and social control. Austria holds the presidency of the council of the European Union from July 1 to December 31, 2018.

We know that there are cells of resistance all over Europe (and, in fact, worldwide) engaging in a continuous struggle against the terrors of white supremacist capitalist patriarchy. We are looking forward to meeting you in Salzburg on September 20 – let’s fight for a world of solidarity, freedom and equality!

For further communication with fellow rebels, we have chosen to use the slogan noS20. Why?

1) noS20 stands for a September 20 in Salzburg that will be fundamentally different to the day planned by the authorities.

At this point, we would like to file a complaint with those responsible: what the heck were they thinking when they presented such a long and unwieldy title for the summit?

#no_informal_meeting_of_EU_heads_of_state_or_government_in_the_context_of_the_austrian_presidency_of_the_council_of_the_european_union is totally useless as a hashtag! Now, organizers of the summit, repeat after us: „We will never try to obstruct radical organizing by choosing ridiculously long titles for our summits again!“

2) The decision to use noS20 as a slogan also reflects our active memory of the protests against G20 in Hamburg in July 2017. The summer of Hamburg stands for determined self-defense against the management of the world by the ruling system of exploitation. However, we are not making any false promises: Salzburg is not Hamburg. It is a conservative small town of about 150,000 inhabitants, and its past as a city ruled by the reactionary forces of the catholic church can still be felt today.

As small-town radicals, the question posed by anonymous authors in the radical magazine „Autonomes Blättchen“ resonates with us: Why have we not managed to translate the power felt during the G20 protests into our everyday practice?

We haven’t managed to preserve the momentum of the G20 protests

… because there are too few of us.

… because state repression scares us and we haven’t found a way of coping with this fact.

… because we are politically lazy.

… because we distract ourselves with the the amenities available to us under capitalism: binge-watching series, booze, traveling, etc.

… because we haven’t broken with our bourgeois conditioning

… because we are scared of the negative, we can’t acknowledge our fear, hate and desperation – and the orks are always the others.
